Try to put the server name in lowercase like this:
{acl, admin, {user, "ejabberd", "ronald-nb"}}.

I guess you configured the virtual host like this:
{hosts, ["ronald-nb"]}.

and that you logged in to the page
http://ronald-nb:5280/admin/

and provided as user: ejabberd@ronald-nb with the password that you already defined.

With all this done, you should get an admin page with more pages, as you expected.
