Thanks, it looks like just the clients I was trying didn't let you edit the ban list. Seems funny it isn't a more standard feature.

To remove ban using Tkabber you have to press button "Subject:" (yes, it's a button) in the room window and request ban list. Then find the JID you want to unban and change affiliation from outcast to none.

Of course you can remove bans. The method depends on the Jabber client. For example, Exodus and Tkabber has a menu entry for all MUC moderation.
