In my Debian system I installed the Linux Installer (not the .deb package), and I see the guide.html file was included in the doc/ subdir. When I entered the ejabberd WebAdmin and clicked on some top-right link to the Guide (for example in the Listening ports page), it opened correctly a new page with the URL http://localhost:5280/admin/doc/guide.html#listening-ports
and the guide was shown. I didn't need to set any option at all.

What exact installer did you use?
