When I entered the ejabberd WebAdmin and clicked on some top-right link to the Guide (for example in the Listening ports page), it opened correctly a new page with the URL <noindex><a href="http://localhost:5280/admin/doc/guide.html#listening-ports" title="http://localhost:5280/admin/doc/guide.html#listening-ports" rel="nofollow" >http://localhost:5280/admin/doc/guide.html#listening-ports</a></noindex><br /> and the guide was shown.
