When you entered the room, you can click on the name of the room. There you can select the desired options AFAIR.

Could you describe where this option is in TKJabber. I haven't found it...

what client would you recommend for server administration? I've been using Psi, but it does not seem to be too good for it...

Create a room and configure it. Among the possible options is 'make persistent'. You need a MUC compatible Jabber client to access those options.
