On my system, ejabberd language files are in /usr/local/lib/erlang/lib/ejabberd-/priv/msgs
Seems like renaming/removing files does not make effect without restarting ejabberd (I cannot restart it at the moment to test).

You can see that there's only zh.msg file there. So you could contribute by making traditional chinese translation named, say, zh-tw.msg, and sending to devs :)

My system setting language is

1.traditional Chinese
2.English
3.japanese

It seems ejabberd web admin did not choose correct one

or it treats traditional Chinese and simplified chinese the same way

Can I just disable web admin chinese support?

It's your browser that tells server which language user prefers. If server has this language, then it provides it. You may configure your browser to ask server for a list of languages with some priority. E.g., in ie8 this is in Tools->Internet Options->General->Languages.
