Simply commenting it may be insufficient, if you don't use <noindex><a href="https://git.process-one.net/ejabberd/mainline/blobs/raw/v2.1.10/doc/guide.html#basicconfig" rel="nofollow" >override* directives</a></noindex>. In this case, old config is taken from mnesia db, and mod_vcard could still be loaded.
