По поводу второго пункта, вижу такие возможности:
- Упрощенная блокировка jabber-серверов. Введя jabber сервер в конфиг, писать с него не смогут на контакты.
- Блокировка сообщений на уровне сервера. Введя фразу или сайт в конфигурационный файл, сообщения на лету будут сканироваться на запрещенные слова и блокироваться, а также не доходить до адресата в случае упоминания запрещенного слова. Тем самым прикрыться от спама
- Блокировка контактов. Введя jabber контакт в конфигурационный файл, сообщеная на лету будут сканироваться, и в случае нахождения контакта в форме "Отправителя" или внутри текста, сообщение будет блокироваться и не доходить.
