After timezone changed in Russia 2014 ejabberd stop working

Version was 2.1.11 from ubuntu 14.04, after updating tzdata and rebooted server, client's can't connect.
Almost on every request I get 503 error code:

    <query xmlns="jabber:iq:private">
      <storage xmlns="storage:rosternotes"/>
    </query>
    <error type="cancel" code="503">
      <service-unavailable xmlns="urn:ietf:params:xml:ns:xmpp-stanzas"/>
    </error>

I also tried version 14.07 with empty database with the same config - all the same.
I suppose erlang have own zoneinfo and something wrong with time.
