how to create limited admin account

hi everybody
I want to create ejabberd admin but I want it to be able just to create ejabberd accounts without being able to edit our change any configuration on my server
anybody have an idea how to achieve that ?

Create an account, grant him privileges in mod_register configuration options, and nothing else. Try to configure it yorself. If you fail, show here your config and I'll see.

if I create a user with register privilege, how could he create users accounts ? from web admin page ?

I intend to move to AD ldap in order to get the advantage of AD privileges, but I wonder if there is a way to migrate current users accounts from mnesia db to active directory or openldap
