Search coder to write a plugin

We need a coder to write a plugin for ejabberd 16.X.
Need reading the queue of incoming messages. If the message with the same text comes from different JID for 10 seconds, more than 3 times - all these messages considered as spam and deleted all incoming messages with so text 24 hour after first detect.
