Is there any restriction on the number of members of a MUC room or PubSub node?
If not what is the recommended number of members we can have without degrading performance?

In MUC there isn't any strict
In MUC there isn't any strict limit. There may be some limits, either configurable or hardcoded, but you can of course change them. The only real limits are the machine, and the computability of the problem depending in the current implementation. I guess the same is tre for PubSub.
I don't know exact details, but keep in mind each room occupant is a destination for room messages, so having 1000 occupants means that each message sent to the room produces 1000 messages to deliver. In practice, you will have to check yourself.
