NO Windows Installer of new ejabberd release 2.1.13

Hi,

since 2.1.13 was published on 28th June 2013 only binary installers for Mac OSX and Linux are offered. In Sourcecode i have seen Makefile.win32. Is there any reason why no windows installer has been compiled so far?
