Presence stanza type 'unsubscribed' problem

Hullo,
I'm currently developing an xmpp client app.
I've run into the problem, that the information about denial of a subscription request
will only be forwarded by the server in case the recieving user is online.
That's as far as I know not conform to the XMPP specs (it has to be hold back till the
user comes online).

I'm currently working with the last stable for Debian.
Am I doing something wrong here?
Or has it already been fixed? (tried the forum search but found nothing).
