Not implemented. Maybe firewall?
It seems ejabberd doesn't implement this option.
Maybe you can use a firewall to block all access from specific networks to your ports 5222 and 5223. Of course, then those machines will not be able to use your Jabber server.
Another alternative would be to disable in-band registration completely in ejabberd.
