The screenshot at
shows a "Users" menu item. This menu item is missing from my web admin page. How do I make it appear?

Check in your virtual host subpage
That screenshot is very old, before ejabberd supported virtual hosts.
Some global sections shown in that screenshot are now in the subpage of each virtual host. To view the 'Users', 'Online Users' and 'Shared Roster' pages, you need to enter the page 'Virtual Hosts', and then your host.
