I do not want my jabber users to add contact themselves from Jabbe clients. Is there any option/feature to disable this feature. I need complete control over their rosters.

Using mod_shared_roster you
Using mod_shared_roster you can enforce contacts to your users. So they can't remove those contacts.
In Jabber, people can chat with other people even if they aren't added in the contact list. You can try that in your ejabberd server.
ejabberd doesn't implement any option to prevent users adding contacts.
