When I make changes to ejabberd config file, is possible to reload this without "kick-off" all users from the server?

You can use the ejabberd WebAdmin to make the changes in the running ejabberd.
Remember to edit the ejabberd.cfg yourself, so the configuration is loaded when you restart.
