okay, i was able to add a user into someone else's roster list and back in ejabberd web interface. is there a similar functionality in ejabberdctl or perhaps any perl/php/javascript workaround?

Check Shared Roster Groups and ejabberdctl-extra
Check if Shared Roster Groups can do what you want, maybe using the @all@ feature.
Other possibility is to use the additional commands provided by .
