it looks like ejabberd has not the JEP for file sharing implemented. is there any way file transfer achieved using ejabberd server. or is there any other jabber server that implements JEP for file sharing that can be run on windows ..

You don't need a JEP on serve
You don't need a JEP on server side for file sharing; you only need a client that can do that (it works peer2peer). If you realy want to do it via a central server, you need PunJab (this should also work with ejabberd I guess).
