Forcing presence stanzas

Hi everybody!

I like to send certain users on my server subscripe notifications. The from may be a user on any server.
For example: some pice of software computes a list of JID's, I will write this program. Now the program will tell
the jabber server to send subscripe messages to a certain user for each JID. The user can now add the JID's to his roster.
Is this somehow possible?

A other idea is to manipulate the DB and add all those JID's to the useres roster... but this might be an evil solution.
