Is there a configuration directive that I can set so that the ejabber server first send the contacts and then their offline messages.
At present I see the 'spool' bing flushed and then the roster items being sent.

As far as I can see, that is up to the client. Offline messages are sent when the client sends initial presence. If the clients wants the roster first, it should wait sending presence until it has received the roster.
