Are you sure that you try to add a valid user ?
Examples who doesn't work :
- login : tom (you must specify the domain !)
- login : (if you're on the virtual domain 'mydmain.org')

There is one particular combination that caused trouble for me on that topic: https and the opera 9 browser (linux version).
With opera 9, it looks like anything using POST hangs when using https, but works fine with http.
firefox does not have the problem.
