redundant ejabberd network

Hi

We are looking at the possibility to use ejabberd domin network to make a redunat system for disastre rescuing.

The setup are to use jabber/xmpp clients to support rescue missions during f.ex. eartquage disastres.
It can be possible to set up one or more cluster jabber domain on site with connections to support teams arround the globe.
As s2s connections can be broken it's a need for reserv ( fallback ) routing between jabber domains.
Any tyips on this.
