Is there a way of defining ACL's depending on a user's LDAP attributes? We would like to limit the use of the external transports only to some users but it would be a lot better to do it in our LDAP directory (which we are using for user authentication)

It's not clear enough: what kind of dependence do you want to use? Example?

For example: if a user has an "allowedTransports" attribute in his/her LDAP entry, they will have access to the MSN/Yahoo/ICQ/AIM transports.
