Blocking problem

Hello.
I'm blocking a user like XMPP spec says (http://www.xmpp.org/specs/rfc3921.html#privacy-all) , messaging and presence info is blocked, but subscription request is not blocked.

So, if user A blocks user B, B sends subscription req to A - A receives that.
But if user B sends a message to A, the message is not delivered.

This looks to be a bug for me.
Am i missing something ?

PS. I see that on ejabberd 1.0.0 on Win2000 and SVN rel589 on linux.
